I'm 95% sure it's an ECOM module, not an ECOM100 module - that's why you cannot browse to it (there's no http interface on ECOM, just ECOM100)
Bump up your timeouts to 500ms. Manually tweak the time out value in the ADVANCED settings dialog.Link Editor, Port tab, Ethernet device, UDP/IP protocol, IP address 12.69.41.166, hit the ADVANCED SETTINGS button and set the timeout there.
