Ethernet/IP comms not starting

I have a machine that I upgraded to BRX a few years ago.  Recently, one of its obsolete, hardwired valve manifolds died and we replaced it with a Nitra PAL.  Everything worked as expected until the machine was power cycled (which is infrequent).  After power is restored, we have a link led but no activity led.  The only way I can get it to start scanning again is to go to System Configuration -> Ethernet/IP Scanner, then click "Find Adapters..." and then click "Query Adapters".  This is the only thing I have found to make the scanner start scanning again.

So initially I found this post https://forum.hosteng.com/index.php?topic=4062.msg29877#msg29877 and was hopeful when I saw that I was on version 2.11.0 however going to 2.11.2 and 2.11.3 has had no effect.

BX-DM1E-36ER3 with an ECOMEX POM directly to PAL (no switch).  BRX is 2.11.3 (not sure of the pom version - machine is remote although it was purchased in June of this year).  Ideas? Suggestions? Need more information? Thank you.

Edit: I just wanted to add that I have used implicit Ethernet/IP to communicate with many GS drives and an occasional BRX to Productivity link, conversely, I have used Productivity to control several PAL valves. This is the first time I have coupled a BRX to a PAL (although I am not sure why it would be any different).

Based on what you're describing, I do not believe that you are experiencing the same issue outlined in the link you provided, but I could be mistaken.  We were able to diagnose the issue outlined in the previously referenced topic because the user provided a Wireshark capture showing the issue. 

Can you provide a Wireshark capture that shows the initial establishment of the EtherNet/IP connection? While continuing to run the capture, cycle power on the Nitra PAL and wait long enough after the power cycle to capture any connection failures between the BRX and Nitra PAL.  With the right Wireshark capture, we should be able to get some visibility into the issue.  If you can provide this, I'll be happy to take a look at it.
