Is the Auto Tune code in Do-More Designer or on the Do-More CPU itself?

Both, but mostly the PLC.  Designer sets up the Auto-Tune and monitors it, and puts the loop back out of auto-tune mode, but the actual work is being done by the PLC.

Does this imply that the program might be able to force an autotune to occur? Would be useful if changing a pump or punp impellor required a different tuning.

Yes.
