The attached rung is not working as i think it should.The c900 is bit will run the program everytime, but the $now.hour delta contact will not make the program run. What am I missing here?

Not sure. It's working for me as expected. You might try driving an INC instruction just to see what it's doing. I usually find that to be the easiest way to test.
