Sorry, no. This is the first time we've heard of this. What version of Designer? We recommend running at least version 2.2 that installs to the Program Files folder.
You may try uninstalling then re-installing Designer, running as Administrator. After uninstalling, best to reboot and do a fresh install as Administrator with nothing else running. After rebooting, right click on the Setup.exe and select "Run As Administrator". See if that helps.
If that does not help, uninstall/reboot again, then disconnect from the Internet and disable your anti-virus software. Then try installing without the anti-virus software running, again right clicking on the Setup.exe and selecting "Run As Administrator". After it installs, re-enable your anti-virus software.
