The current rule for where to break pages when printing ladder appears to be "If the next rung won't fit on what's left of this page, break and start from the top of the next page, even if it won't fit on that page in it's entirety either."
It might be worth considering that if the rung is going to end up breaking anyway, to start on the current page, perhaps with some small degree of widow/orphan limitation.
