Is there a max number of programs you can have or is it only limited by the max number of Heap items and the Total Memory space available?

max number of Heap items (~1000) and the Total Memory space available (262,144), and Program memory has to have enough room to store all the instructions for all the Program code-blocks (65536 instruction words)

Correct.  IR/Data memory is the full 262K number, Program memory is the full 65K.  They do NOT share.
