ERM and DL-260 intermittent powerup fatal error

I am having a problem with a DL-260 (V2.60) snd an ERM (V1.1.19 boot 3.0.154). At powerup PLC sometimes pops out of run mode.  status changes to Fatal - Too many I/O points. PLC->DIAGNOSTICS->MESSAGES shows E262 I/O out of range.  PLC->FONFIGURE I/O shows 704 in and 1616 out in the ERM slot (which is wrong my network has 100 in 40 out).

Sometimes power up works fine, and everything functions properly.  Other times the above happens.  

Have the same problem with only these 2 cards in the rack, and the ethernet plugged or unplugged.  Also have the problem when using a PLC program with only an END. I can simulate the same thing at my desk using a AC rack, and the 2 cards. So, it can't be a power noise problem.

I can always make the problem go away by cycling power, and moving the switch from term to run and back to term.  

Sometimes I can make the problem go away by picking PLC->setup->I/O config selection then picking new.  After that, I go into PLC->configure I/O, save the configuration, then remotely change the mode to RUN.

I have used ERM's and EBC's in the past, and they always work great.  I never saw this problem before.

I think either my D2-260 or H2-ERM is defective (or needs a firmware update).

Any Ideas ?

we have a fix (new boot loader version 3.0.157) for the problem you're having with the h2-erm, it should be up on our web later today.
Good design costs a lot. Bad design costs even more.

Installed the new boot.  Works great (just like ERM's always have in the past).
