Can't install Designer, Windows 10

I tried to install Designer 2.8.3 on my computer at home and I've been running into a problem.
When running the installer, I get the "Do you want to allow this app to make changes to your device" message. But, clicking Yes just closes the message and the installer never continues. Just like I had clicked "No".
It's not running in Task Manager.
I've uninstalled my antivirus software.
I'm using Windows 10, 64-bit, version 21H1.
I've tried running the installer in compatibility mode with Windows 8, 7, and XP with the same result.
I couldn't find in the forum where anyone else had this same problem.

Not sure how long it's been since you disabled your antivirus, but disconnect all networks, including the Internet.

Then, reboot.

Then, right click on the Setup.exe and say "Run As Administrator".  This is different than just installing it logged-in as as an admin.

I gave that a try and had the same result. Run as Administrator with no network connection pops up the UAC message then just closes as if I had clicked "No" instead of "Yes".
I tried clicking "No" once too, just in case, but no luck there either.
I also tried booting into Safe Mode so there's no UAC message and in Safe Mode the installer doesn't do anything at all.

I also tried copying the install folder from another computer and importing the registry keys but I get "Error 1004 - invalid INI file"

Is there a directory under %APPDATA% that needs to be copied?

Go to your other computer and copy its DmDesigner2_9.INI file USB from the following folder:
%LOCALAPPDATA%\VirtualStore\Windows
and copy it to the similar folder on your "new" pc, and to its C:\windows folder

I guess there's a little more to it. I copied that INI file but then I get Error 1005 - Module Load Failure: 2 in module: C:\Program Files (x86)\Do-more\Designer2_8\Bin\CSDm.dll
Which also oddly freezes the Windows Explorer process.
I tried registering the DLL with regsvr32 but that also gave an error.

Maybe I can just install it on my laptop instead.

Just to update: I let Windows 11 install on my home PC and now Do-more Designer installs just fine.
