Should a DM PLC with the term switch set to run mode allow the ladder to be edited?

Yes.  Do-more supports Run Time Edit.

If you are wanting some kind of "write project" protection - look at the User/Password capability of Do-more.  The default (no password) default is read/write data, read/write program.  You can change the Default to be read/write data, read program (not read/write program).  Designer will still let you "edit" the program and save it to disk, but it would not let you (as the Default user) to write the program.

The switch on Do-more only governs mode changes, not program updates, but there are multiple ways to prevent program updates on Do-more. Setting ST21 to true will do so. You could use an X input to control it. You can also restrict various login permissions to limit who has write access to the program.
