To control tension?  I think PID, or PID plus add-ons is what's typically done.  Seems like somebody on here was doing a winder with Do-More, web I think, and shared pics, the issues that came up, and so on, but I don't remember who it was, or when.

If you just want to match speeds, probably a dancer would be easier (or speed measurement of the speed you're trying to match, with a dancer as a trim), which is equivalent to P-only.

Real late to this party, I work in a mill that draws wire down to a specific size via a die and either wraps it on a spool or on a carrier (Free wrapped.)

All our spooling modes use tension without a dancer, we simply feed the rough line speed into the spooler drive, then use torque feedback to keep the load constant.  Operators set the tension via a pot and then the drive sets that up to the max current and the drive speeds up to keep the current the same.
