Enabling a stage with DMD

Is it possible to turn a stage on using DMD?

Absolutely. Look at the Project Browser. Expand the program block containing the stage. Right-click on the stage and select the Debug Code-Block menu. You'll see Disable Stage and Enable Stage at the bottom of menu.

You can also Enable and Disable stages via the Debug View (see Debug View button in Online toolbar or Debug->Debug View menu).

Help topic DMD0211 discusses Using the Debug View (see Manually Enable and Disable Stages section).  See the attached snippet of that help topic.
