Setting AI/AO range on T1F-8AD4DA-1

I have a question about the T1F-8AD4DA-1 and its range settings. I'm using a T1H-EBC100 via either Think&Do or MODBUS/TCP but can't get reliable or consistent performance from the analog output channels on this module. Sometimes the outputs behave as 0-20 mA, sometimes as 4-20 mA.

The exact module number isn't available in T&D, but it's close (T1F-8AD4DA). There is a dropdown menu that shows: 
 0-20 mA/0-5 V
 0-10 V
 4-20 mA
but selecting any of these doesn't change the output.

Using a standalone MODBUS/TCP utility, the input wired to an output shows a value of 1634 (I think), which would be correct for 4 mA input to a 13-bit 0-20 mA ADC: 8192/5 = 1638.4 ~ 1634.

The EBC100's manual shows the addresses for the configuration registers and the organization of the bits, but writing to those registers doesn't seem to affect the range. Using NetEdit3 also shows a different address for the configuration bits on that module, but writing to that address also produces no visible result.

It seems like there's something simple that I'm overlooking, but I can't figure out what it is. Does anyone have experience with this module, or with manually setting the range on this series of analog outputs?
