Found it. Still trying to come up with the correct logic. And yes, any time we are in an accel phase, and the current rate of change is greater than the max decel, and the target velocity drops below the current zero rate of change velocity, it is incorrectly capping the rate of change at the max decel. Should be an easy fix.
