h2-ctrio edge timers

I am trying to setup a h2-ctrio to measure the time that two inputs are on for. I have setup the h2-ctrio and have the registers setup in the PLC. I have C and D set up for edge timers and they are setup for edge in. I am testing this on my desk and have one photoeye wired to 1C on the h2-ctrio. If I wave my hand past the sensor quickly I do not see the timer register (V2202 and V2203) change nor do I see the start capture turn ON (B2220.0) but I do see the previous time register change (V2200 and V2201).

I have C and D setup as free run and I do not have a timeout enabled.

Has anyone done anything similiar to this?
